Pilar Carmelita Anastasia Arlando was born in Porto, Portugal to an Indian-Chinese father and a Portuguese-Dutch mother. Raised in Singapore, Arlando is fluent in Malay, Portuguese and English and is studying Mandarin Chinese and French.
While studying travel, tourism and hospitality management at the Management Development Institute of Singapore in Queenstown, Singapore, Arlando competed against 21 other Miss Singapore World 2009 candidates at the Island Ballroom of Shari-La Hotel in Singapore on July 31, 2009. She ranked fifth and was second runner-up to Ris Low.
After Low’s past conviction for credit card fraud was exposed, she resigned as Miss Singapore World 2009. It was Arlando who took over.
On December 12, 2009, Arlando represented Singapore at Miss World 2009 and competed against 111 other candidates at the Gallagher Convention Center in Johannesburg, Gauteng, South Africa. She was unplaced.
On August 10, 2010, Arlando crowned Anusha Rajaseharan as the next Miss Singapore World. The latter will represent Singapore at Miss World 2010.
