Janicel Jaranilla Lubina Valera is a Filipino model and beauty queen from Palawan, Philippines. She and her husband James Valera are based in the United States.

Born in Narra, Palawan to Constantino Lubina, a gasoline boy, and Nida Lubina, a house-helper, Janicel worked as a farmer and a house-helper before she became a beauty queen. Janicel represented the Philippines in Miss International.
