Manuel Noveno Mamba Sr. is a native of Tuao, Cagayan, Philippines and an alumnus of the University of Santo Tomas in Sampaloc, Manila, Metro Manila, Philippines. Tuao is around 490 kilometers away from Sampaloc.

In 1983, Mamba became a licensed physician. He was the mayor of Tuao from 1988 to 1995 and the congressman of Cagayan’s third district from 2001 to 2010.

Mamba was elected as the governor of the province in 2016 and reelected in 2019. He turned 60 on August 19, 2018.

Tuguegarao is the capital of Cagayan and the only city in the province. There are 28 municipalities in the province namely Abulug, Alcala, Allacapan, Amulung, Aparri, Baggao, Ballesteros, Buguey, Calayan, Camalaniugan, Claveria, Enrile, Gattaran, Gonzaga, Iguig, Lal-lo, Lasam, Pamplona, Peñablanca, Piat, Rizal, Sanchez-Mira, Santa Ana, Santa Praxedes, Santa Teresita, Santo Niño, Solana and Tuao.
