Born in Dumalag, Capiz, Philippines, Fredenil “Oto” Hernaez Castro turned 68 on April 27, 2019. Since June 30, 2013, he has been the congressman of the province’s second district, a position he also held from June 30, 2001 to June 30, 2010.

Roxas is the capital of Capiz and the only city in the province. The province has 16 municipalities namely Cuartero, Dao, Dumalag, Dumarao, Ivisan, Jamindan, Maayon, Mambusao, Panay, Panitan, Pilar, Pontevedra, President Roxas, Sapian, Sigma and Tapaz.

On June 5, 2011, Caraleigh Ico represented Capiz at Miss Philippine Earth 2011 and competed against 47 other candidates at the Puerto Princesa Coliseum in Puerto Princesa, Philippines. She was unplaced.

On August 8, 2014, Renalyn Arinque represented Capiz at Mutya ng Pilipinas 2014 and competed against 29 other candidates at the Solaire Casino and Resort in Parañaque, Metro Manila, Philippines. She was unplaced.
