Masbate City is the capital of Masbate and the only city in the province, which has 20 municipalities. The city and the municipalities collectively have 550 barangays.

One of the municipalities of Masbate is Cataingan, which is home to Bea Rose Santiago. On April 14, 2013, she represented the municipality at Binibining Pilipinas 2013 and competed against 49 other candidates at the Smart Araneta Coliseum in Quezon City, Metro Manila, Philippines.

Santiago ranked second and was crowned Bb. Pilipinas International 2013. On December 17, 2013, she represented the Philippines at Miss International 2013, competed against 66 other candidates at the Shinagawa Prince Hotel Hall in Tokyo, Japan and won the title.
