Carig was a Filipino pueblo established in 1743 and named the Santiago Apostol de Carig by Spanish missionaries. When Nueva Vizcaya became a province in the Philippines in 1839, the pueblo was included as one of the towns of the province.

On May 1, 1856, Isabela became a province in the Philippines with the Santiago Apostol de Carig as one of its towns. In the 1950s, the town was renamed Santiago.

On May 5, 1994, Santiago became an independent component city of Isabela. The city is independent from the province but is still governed by the congressman of the province’s fourth district.

Born in Santiago, Heherson Turingan Alvarez served as the congressman of Isabela’s fourth district from June 30, 1998 to March 29, 2001. He was the country’s minister of agrarian reform from May 1, 1986 to February 7, 1987 and secretary of agrarian reform from February 7, 1987 to March 7, 1987.

Alvarez was a senator of the Philippines from June 30, 1987 to June 30, 1998. He turned 79 on October 26, 2018.
