Angelika Tumang, 15, a teenager in a viral bullying video, and her boyfriend Nickole Gamboa, 15, are now under protective custody of the City Social Welfare and Development (CSWD) in Angeles City, Pampanga, Philippines. “Wanted sa Radyo” reporter Jill Nebrida documented the events.
On August 22, 2019, Tumang and Gamboa were brought to a CSWD shelter called Bahay Pag-asa (Home of Hope). CSWD-Angeles, Pampanga social welfare officer Ester Dating explained to Nebrida the terms and conditions of the custody. The social welfare officer explained the terminology used by the Department of Social Welfare and Development (DSWD).
“As far as DSWD or social welfare agency is concerned, once the victim and the accused are both minor, we’re still using the same dialogue or terminology, ‘protective custody’ pa rin po (which is ‘protective custody’),” Dating told Nebrida. “So wala pa po akong ma-grasp kung ilan talaga (ang mga biktima) based on the investigation of the police kasi parang continuously, the way, the way we see the situation, continuously dumarami, continuously nag-i-increase po ang complainant and victim so hindi po natin talaga maumpisahan ‘yong talagang helping procedure. (So I still could not grasp how many (victims are really there) based on the investigation of the police because it appears to be continuously, the way, the way we see the situation, the number of complainants and victims is continuously increasing so we cannot really start the helping procedure.)
On August 19, 2019, Prancela Malinao and her daughter asked the help of Raffy Tulfo through his program “Wanted sa Radyo” to seek justice for the daughter. In September 2018, the daughter was attacked by Tumang inside a restroom at the Jenra Grand Mall in Angeles City.
Apparently, Tumang would use the Facebook account of Gamboa to send messages to teenage girls pretending to be her boyfriend. She would set up a meeting with those who reply, who thought they were talking to Gamboa, and she would physically attack them.
Malinao’s daughter was one of those who replied. Tumang asked her friend Jerrick Corpuz, 17, to record the attack using her cellphone.
On August 23, 2019, Nebrida went to the Angeles Police Station in Angeles City and interviewed Corpuz. According to him, Tumang told her that she wanted to attack Malinao’s daughter and record it on video to scare the girls who wanted to catch Gamboa’s attention.
