Devin Brosnan was one of the two white Atlanta Police Department officers involved in the fatal arrest of African-American man Rayshard Brooks in Atlanta, Georgia, United States. The other one was Garrett Rolfe.
On June 12, 2020, the APD received a call from a Wendy’s fast-food restaurant in Peoplestown, Atlanta. According to the caller, a man was sleeping in his car in the drive-through.
The man in the vehicle was Brooks. His car was blocking the drive-through so other customers had to drive around it to pick up their orders.
Arriving at the restaurant first, Brosnan woke Brooks up by knocking on the window of his car. The cop asked the African-American man to move his car away from the Wendy’s drive-through because it was blocking traffic.
Brosnan asked for Brooks’ license and told him to stay in his car. When asked how much he drank that night, the intoxicated man said “not much.”
Brooks told Brosnan he was visiting his mother’s gravesite. When Rolfe arrived, the three engaged in a cordial conversation.
When Rolfe tried to arrest Brooks, the latter resisted. It escalated to a wrestling match and ended in the fatal shooting of the arrestee, who was pronounced dead in Grady Memorial Hospital in Atlanta.

He told Rolfe it took him a few moments to wake Brooks up and mentioned about the arrestee’s watery eyes and slurred speech. Brooks managed to steal his Taser and used it against him. He and Rolfe remained on the scene as paramedics rushed to save Brooks.
- On June 14, 2020, the APD placed him on administrative duty over the fatal arrest of Brooks while Rolfe was fired.
