Paul Scott Howell was an insurance agent from Edmond, Oklahoma, United States. He attended Edmond Public Schools in Edmond and Columbia College in Columbia, Missouri, USA.
Also from Oklahoma, Julius Darius Jones is accused of fatally shooting Howell. On April 19, 2002, Jones was convicted of capital murder and sentenced to death.
Jones was scheduled to be executed at on November 18, 2021. However, 28th Oklahoma governor Kevin Stitt granted Jones clemency and commuted his sentence to life in prison without the possibility of parole.

His sister and two daughters rushed out of the car. The gunman, who left in the car, was not immediately identified.
- At around 1:45 a.m. on July 30, 1999, he was pronounced dead. He was 45. He was buried at the Gracelawn Cemetery in Edmond.
