Macli-ing Dulag was born in Kalinga while it was still part of Mountain Province, Philippines. He was a leader of the Butbut tribe of Kalinga.
On June 18, 1966, Mountain Province was divided into four provinces namely Benguet, Mountain Province, Kalinga-Apayao and Ifugao. On February 14, 1995, Kalinga-Apayao was divided into two provinces namely Kalinga and Apayao.
During the regime of Ferdinand Marcos, who served as the 10th president of the Philippines from December 30, 1965 to February 25, 1986, Dulag opposed the Chico River Dam Project. People in Kalinga resisted the proposed hydroelectric power generation project because of its threat to their residences, livelihood and culture.
On April 13, 1980, Dulag turned 50. On April 24, 1980, he was assassinated by armed forces under the command of Marcos.
