Kemal Rideout, 28, of Norwich, Chenango County, New York, United States has a history of mental illness. He is accused of attacking three women in Manhattan, New York City, New York on June 18, 2023.
At around 4:15 p.m. that day, Rideout allegedly slashing Bianchelly Diplan, 19, then another woman, 48, from behind in the leg at the 86th Street and Lexington Avenue No. 4 train station on the Upper East Side in New York City. Diplan attends Hunter College in New York City.
At around 4:35 p.m., Rideout allegedly slashed the right leg of a female straphanger, 28, at the Brooklyn Bridge-City Hall subway station in Manhattan. After the third attack, he was caught on camera jumping the turnstile at the subway station.
All the attacks were unprovoked. Diplan and the other two women were taken to the hospital with non-life threatening injuries.
On the morning of June 20, 2023, Rideout got kicked off a Metropolitan Transportation Authority bus for fare evasion. He was wearing a mask, a pink polo shirt and tan pants.
At around 9:40 a.m., three New York City Police Department officers and their sergeant recognized Rideout from a wanted poster. He was eating a bag of chips at East 122nd Street and Second Avenue in East Harlem, New York City.
The officers arrested Rideout and took him to the NYPD’s Transit District 4 in Manhattan. He was charged with three counts of felony assault .
Rideout has five prior arrests in New York, including two in Norwich. Among the charges he faced were assault, attempted rape, criminal mischief and forcible touching.
