Cedric Lonel Small, 38, of Naples, Collier County, Florida, United States is 6’2″ tall. He weighs 175 pounds.
On August 11, 2023, Small was riding his bicycle on 18th Avenue South Beach in Naples when a woman arrived. He walked along the water’s edge as she went to lay on the beach, according to the Naples Police Department.
Later, the woman went towards a pink house near 21st Avenue South Beach. She walked back, saw Small sitting in front of her by the edge of the water and walked around him as she got close.
According to the woman, Small was rubbing his exposed genitals. When she went to her car, he allegedly stood up and started walking behind her so she called the police.
“I don’t have to talk to you,” Small told the Naples Police Department officers who responded. “You have no reason to stop me.”
After refusing to be taken into custody, Small was arrested. The Naples man was continuously told the officers to take the handcuffs off of him and had to be pulled off the beach.
Small was booked into the Naples Jail Center on Tamiami Trail East in Naples. He was charged with exposure of sexual organs and resisting officers without violence.
