Ryan Christopher Palmeter was an American man from Orange Park, Clay County, Florida, United States. In 2017, he was involuntarily committed for a mental health examination and in the same year, his older brother James Palmeter allegedly committed robbery and was jailed.
At around 12:48 p.m. on August 26, 2023, Ryan parked at Edward Waters University in Jacksonville, Duval County, Florida. After posting a TikTok video of himself wearing a bullet-resistant vest and blue latex gloves inside his gray 2004 Honda Element, he was turned away by a university security guard parked near him.
The guard contacted a Jacksonville officer to flag Ryan as a suspicious person as the latter drove off and went to a Dollar General store, which is less than a mile from the university. Using a handgun and an AR-15-style rifle, Ryan fatally shot Angela Michelle Carr, 52, outside the store and Jarrald De’Shaun Gallion, 29, and Anolt Joseph “AJ” Laguerre Jr., 19, inside the store.
At 1:18 p.m., Ryan texted his father Stephen Wayne Palmeter to check his computer. Stephen found a suicide note, a will and racist writings.
Before the shooting, Ryan left manifestos that included a reference to the mass shooting at the “Madden NFL 19” video game tournament in Jacksonville Landing, Jacksonville at around 1:30 p.m. on August 26, 2018. David Katz, 24, a participant who lost a game, left the tournament, returned with one of the two handguns he had brought to the event, fired 12 shots, killing two people and wounding 10 others, then fatally shot himself.

- His grandparents George Quinton Palmeter and Flora Edwards Palmeter were residents of Jacksonville. George was a U.S. Navy veteran.

In his profile, he wrote, “Oakleaf High School attendee, 3.5 GPA, certified in Adobe Photoshop, Adobe Illustrator CS6 and Adobe InDesign, drinks too many AriZona products.”
- On December 29, 2017, he registered to vote on Clay County. He was a registered Republican while both of his parents are registered Democrats.
- On September 2, 2018, he went to TIAA Bank Field in Jacksonville to watch a Lynyrd Skynyrd concert.
- In 2019, he took to Twitter to share an acceptance letter from Flagler College in St. Augustine, St. Johns County, Florida, which said he was projected to graduate in 2024. In the caption, he wrote, “Looking forward to a bright career in Business Administration!”
- He legally purchased a gun in April 2023 and another gun in June 2023.
- On June 28, 2023, he had one speeding ticket after driving his gray 2004 Honda Element in Jacksonville going 41 mph with a 35 mph speed limit.
- At around 1:19 p.m. on August 26, 2023, he fatally shot himself after fatally shooting three black people in Jacksonville. He was 21.
