Luis Esteban Borunda, 65, of Essex, Baltimore County, Maryland, United States previously lived in Albuquerque, New Mexico, USA. He and his wife Sharon Elizabeth Borunda, 60, have six children together.

Aside from Essex, Luis has lived in other parts of Maryland including Baltimore and Glen Burnie. He co-founded the Maryland Hispanic Business Legislative Reception and the Maryland Hispanic Business Conference.
From 2015 to 2023, Luis served as Maryland’s deputy secretary of state, making him the first Hispanic in history to hold the position. During this period, John C. Wobensmith, 51, was Maryland’s secretary of state and Larry Hogan, 67, served as the 62nd governor of the state.
When 45th U.S. president Donald Trump, 77, created the Presidential Advisory Commission on Election Integrity in May 2017, Luis joined the panel. In July 2017, Luis resigned from the commission, which was formed to investigate Trump’s claim that millions of people cast illegal votes for 67th U.S. secretary of state Hillary Clinton, 75, in November 2016.
Luis Borunda in Anne Arundel County
On August 22, 2023, Luis allegedly engaged in an inappropriate text chat with who he believed was a girl aged 13. He sent the purported girl a filtered photo of himself and suggested meeting with her at a location in Anne Arundel County, Maryland on August 30, 2023.
Unbeknownst to Luis, the purported girl was actually a special agent with the Fort Meade Army Criminal Investigation Office in Fort Meade, Maryland. When arrived at the location in Anne Arundel County on August 30, 2023, he was arrested by troopers with the Maryland State Police with assistance from affiliate members of the Maryland Internet Crimes Against Children Task Force.
Luis is being held without bond at the Anne Arundel County Detention Center in Parole, Anne Arundel County. He was charged with one count of sexual solicitation of a minor.
