Brian Noel Lovell, 58, of Waukomis, Garfield County, Oklahoma, United States is an associate district judge at the Garfield County Courthouse in Enid, Garfield County. Aside from Waukomis, he has lived in other parts of Oklahoma including Hennessey.
In 1988, Lovell earned his bachelor’s degree from Oklahoma State University in Stillwater, Payne County, Oklahoma. In 1991, he earned his Juris Doctor from Oklahoma City University in Oklahoma City, Oklahoma County, Oklahoma.
In January 2011, Lovell was sworn in as a special district judge in Garfield County. In January 2023, he was promoted to associate district judge.
At around 4:00 p.m. on September 11, 2023, Lovell allegedly fired shots into at least five cars at the intersection of Matamoros Street and Santa Maria Street in Austin, Travis County, Texas, USA while driving a white sports utility vehicle. Minutes later, he allegedly slammed his car into the back of a woman’s car near the intersection of East Seventh Street and North Interstate Highway 35 Service Road in Austin.
After Lovell and the woman got into an argument, he allegedly hit her car again and tried to push her car into oncoming traffic. Austin Police Department officers responded to the scene and found a gun and a magazine in his car.
Lovell told the officers he did not know why he would have shot his gun and could not recall any part of the shooting incident. He was arrested and charged with reckless driving and deadly conduct of discharging a firearm.
Bond for Lovell was set at $10,000. After posting bond, he was released and ordered to undergo a mental health evaluation.
