David Paitsel, 42, of North Carolina, United States is a former Federal Bureau of Investigation agent. Brian Bailey, 53, of Upper Marlboro, Maryland, USA is a real estate developer in Washington, D.C., USA.
As an FBI agent, Paitsel worked a post at the agency’s headquarters in Washington, D.C. He was later assigned to the agency’s field office in Charlotte, North Carolina.
While employed as an FBI agent, Paitsel allegedly accepted bribes from Bailey. In return, Paitsel allegedly looked up the contact information of the tenants holding Tenant Opportunity to Purchase Act (TOPA) rights using a database he had special access to as an FBI agent.
Also, Bailey allegedly bribed Dawne Dorsey, 41, a program specialist with Washington, D.C.’s Department of Housing and Community Development (DHCD) in exchange for confidential and unredacted TOPA offer of sale notices. This included the names of tenants holding TOPA rights.
In June 2019, Dorsey pleaded guilty to bribery. She will be sentenced on November 6, 2023.
On October 7, 2022, Paitsel and Bailey were both found guilty of bribery and conspiracy. On October 18, 2023, they were sentenced by U.S. District Judge Colleen Kollar-Kotelly on the charges.
Paitsel was sentenced to two years in prison and two years of supervised released. He was ordered to pay a $100 special assessment a $10,600 forfeiture money judgment.
On the other hand, Bailey was sentenced to 4 years in prison and two years of supervised release. He was ordered to pay $100 special assessment and a $250,000 fine.
