Representing Vietnam, Lê Hoàng Phương, 27, almost won Miss Grand International 2023. She was fourth runner-up to Luciana Fuster Guzmán, 24, of Callao, Peru.

Born in Cam Ranh, Khánh Hòa, Vietnam, Phuong attended Ngo Gia Tu High School in Nguyễn Tất Thành, Ea Kar, Đắk Lắk, Vietnam. She graduated with honors from the Ho Chi Minh City University of Technology in District 10, Ho Chi Minh City.

On December 7, 2019, Phuong finished in the Top 10 at Miss Universe Vietnam 2019. On June 25, 2022, Phuong finished in the Top 10 at Miss Universe Vietnam 2022.

On August 27, 2023, Phuong competed against 43 other Miss Grand Vietnam 2023 candidates at the Phú Thọ Indoor Stadium in District 11, Ho Chi Minh City. She won the title.

Miss Grand International 2023 is the 11th edition of the international beauty pageant founded by Nawat Itsaragrisil. It was the second time Vietnam hosted the competition.

Hosted by Matthew Deane, the Miss Grand International 2023 coronation ceremony was held at the Phú Thọ Indoor Stadium in Ho Chi Minh City, Vietnam on October 25, 2023. Including Miranda and Fuster, 69 women competed for the title.

Ni Ni Lin Eain, 23,of Myanmar was runner-up to Fuster while the respective second and and fourth runners-up were Maria Alejandra Lopez, 29, Colombia and Lê Hoàng Phương, 27, of Vietnam. Eugenia das Neves, 24, of Angola; Skarxi Marte, 21, of the Dominican Republic, Ritassya Wellgreat, 22, of Indonesia, Melissa Bottema, 23, of the Netherlands and Thaweeporn Phingchamrat, 27, of Thailand were the fifth runners-up.

Miss Grand International 2024 will be held in Myanmar. The Asian country hosted the competition for the first time in 2018.
