Teo Hong Wei, 27, of Singapore is a supply assistant by vocation. He has admitted to voyeuristically taking photos and videos of men while he was a full-time national serviceman in Hendon Camp, a camp for Singapore Armed Forces commandos on Pier Road in Singapore.

At 9:00 a.m. on November 14, 2019, Teo used his cellphone to record a 46-second video of a man showering. On November 28, 2019, he took 431 photos of another man showering in a cubicle in Hendon Camp.

On February 14, 2020, Teo took 1,683 burst shots of a man showering in Hendon Camp. On April 16, 2020, Teo took 248 burst shots of another man showering in a toilet at the camp.

On December 30, 2020, Teo completed his national service in Hendon Camp. From January 2021 to February 2021, he continued his voyeuristic actions at the Singapore Management University on Victoria Street in Singapore.

A male Singapore Management University student, then 24, was showering when he noticed Teo’s mobile phone camera directed at him above the cubicle door. The victim exited his cubicle but was not able to catch Teo, who had fled.

On February 2, 2021, the victim reported the crime to the police. Closed-circuit television footage revealed that Teo was near the exit of the toilet when the victim discovered the voyeur’s camera.

On February 16, 2021, Teo was arrested. Investigators found a total of 5,365 photos and 72 videos of men showering and relieving themselves at urinals and in toilet cubicles in his cellphone and 187 photos and 16 videos of unsuspecting men in his laptop.

In August 2023, Teo was charged with 10 counts of voyeurism, which include one count of possession of obscene videos. On October 30, 2023, he appeared in court before District Judge Carol Ling.

Represented by Joyce Kheo, Teo pleaded guilty to five charges of voyeurism. Additional six charges of a similar nature will be taken into account during his sentencing.

When Kheo urged the court to assess Teo’s suitability for a mandatory treatment order, deputy public prosecutor Grace Chua did not object. Ling ordered the suitability report and adjourned the case until January 8, 2024.
