Based in Dallas–Fort Worth–Arlington, Texas, United States, the Texas Rangers won the 2023 World Series at Chase Field in Phoenix, Arizona, USA on November 1, 2023. It is the 119th edition of the Major League Baseball championship series and the team’s first ever championship.

Around 400,000 to 700,000 fans attended a ceremony in Arlington, Tarrant County, Texas on November 3, 2023 celebrating Texas Rangers’ historic MLB win. The ceremony was followed by a 2-hour parade along a 2-mile route near the Globe Life Field in Arlington.

At around 2:30 p.m. that day, Tommy Phonthalangsy, 37, of Haltom City, Tarrant County was allegedly involved in an argument between two groups that led to shots being fired near the parade. The groups occupied two different cars in a parking lot near AT&T Stadium in Arlington where many fans who attended the celebration were parked.

One of the cars reportedly could not reverse out of a parking space because the other vehicle was blocking its way. Multiple people including Phonthalangsy got out of both cars and started fighting.

During the brawl, Phonthalangsy allegedly pulled out a gun and fired into the air. He has prior felony convictions so he is legally prohibited from having a firearm.

Arlington Police Department officers arrested Phonthalangsy and booked him into the Arlington City Jail in Arlington. He was charged with unlawful carrying of a weapon by a felon and four counts of aggravated assault with a deadly weapon.

Also involved in the incident was Tiffany E. Keovilavong, 30, of Fort Worth, Texas. Arlington Police Department officers learned she had outstanding arrest warrants and took her into custody.
