Brian Bailey, 53, of Upper Marlboro, Prince George’s County, Maryland, United States used to be based in Washington, D.C., USA where he worked as a real estate developer. He was accused of bribing Dawne Dorsey, 41, a program specialist with Washington, D.C.’s Department of Housing and Community Development (DHCD), and David Paitsel, 42, of North Carolina, USA, a former Federal Bureau of Investigation agent.

Bailey allegedly received unauthorized leads on three condos in Washington, D.C. containing tenants’ offer of sale notices on May 3, 2017, on May 11, 2017 and on September 28, 2017. In each case, Bailey allegedly sought Paitsel’s access to the FBI’s CLEAR software, a ThompsonReuters product that supplies personal identifying information of people.

In exchange for confidential and unredacted Tenant Opportunity to Purchase Act (TOPA) offer of sale notices, Bailey allegedly bribed Dorsey. He also allegedly bribed Paitsel to look up the contact information of the tenants holding TOPA rights.

In June 2019, Dorsey pleaded guilty to bribery. On October 7, 2022, Bailey was found guilty of two counts of bribery and two counts of conspiracy while Paitsel was found guilty of one count each of the same charges.

On October 18, 2023, U.S. District Judge Colleen Kollar-Kotelly sentenced Bailey to 4 years in prison and two years of supervised release. The judge also ordered the Upper Marlboro man to pay $100 special assessment and a $250,000 fine.

On the same day, Kollar-Kotelly sentenced Paitsel to two years in prison and two years of supervised released and ordered him to pay a $100 special assessment a $10,600 forfeiture money judgment. On November 6, 2023, the judge sentenced Dorsey to 36 months’ probation.
