Heggie D. Carr, 46, of Chicago, Illinois, United States has been arrested. He was on parole for a previous conviction.
Aside from Chicago, Carr has lived in other parts of Illinois including Joliet, Lincoln, Mount Sterling and Rockford. In 2011, he was convicted of involuntary servitude and aggravated domestic battery in Cook County, Illinois.
While on parole, Carr allegedly placed thousands of online ads offering sexual encounters with women in several locations, including a hotel in Lombard, DuPage County, Illinois. He allegedly forced the women into prostitution every day and received all the proceeds.
Each of the women was allegedly required to earn $3,000 on weekdays and $5,000 on weekend days. Carr allegedly forced them to take drugs, including heroin.
Carr allegedly threatened the lives of the women if they did not obey him and beat at least one of them daily. In June 2023, one of the women died of an overdose.
In September 2023, authorities in Peoria County, Illinois received a report abot a woman, 18, who claimed to have been part of the sex trafficking ring. She told them she had escaped servitude and was staying at an alternative housing center in Peoria County.
When police officers went to the housing center to interview the woman, they were told she had been picked up by a man who was not a relative. They later found her in Carr’s online ads, advertising sexual services in ads depicting several women.
On November 29, 2023, undercover police officers arranged an appointment for sexual services with two women in the Lombard hotel. They arrested Carr, who was walking from the otel.
Four victims of the sex trafficking ring were rescued from the hotel. They are between the ages of 18 and 32.
On December 1, 2023, pretrial release was denied for Carr. He was charged with two counts of involuntary servitude and two counts of trafficking in persons for labor.
