Richard Matthew Allen is an American man from Delphi, Carroll County, Indiana, United States. He also goes by the names Ricky Allen and Rick Allen.

Allen was a regular at the Brick & Mortar Pub in Delphi. He worked at CVS, a drug store in Peru, Miami County, Indiana.

Before moving to Delphi, Allen has lived in other parts of Indiana including Peru, Greenwood and Mexico. Here are 13 more things about him:

  1. On November 19, 1991, he and Kathy Allen got married. They have one daughter together.
  2. In 1994, Kathy gave birth to their daughter Brittany A. Allen.
  3. In 2003, he had a seat belt violation in Miami County.
  4. In 2005, he had a speeding ticket in Fulton County, Indiana.
  5. In 2006, she and Kathy bought a house in Delphi. The house is a half-mile from Delphi Community Middle School and 2.5 miles from the Monon High Bridge.
  6. In 2011, he had a speeding ticket in Jasper County, Indiana.
  7. On November 19, 2016, Kathy took to Facebook to share a video of him inside their car. In the caption, she said he fell asleep in the car while waiting for her to finish shopping at Von Maur at Castleton Square Mall in Indianapolis, Marion County, Indiana.

Wearing a blue Carhartt jacket, he allegedly used a Sig Sauer P226 to shoot Delphi Community Middle School students Abigail Joyce “Abby” Williams, 13, and Liberty Rose Lynn “Libby” German, 14, who were reported missing on the Monon High Bridge on February 13, 2017. The two girls’ bodies were found about a half-mile away from the bridge on February 14, 2017.
  9. In 2018, Kathy posted a photo of their daughter on the Monon High Bridge. In February 2018, he received his license as a pharmacy technician in Indiana, which will expire on June 30, 2024.
  10. In December 2021, he and Kathy were photographed in a bar in Delphi sitting in front of a police sketch of Williams and German’s killer.
  11. On October 13, 2022, law enforcement conducted a search of his home in Delphi. On October 26, 2022, Delphi Double Homicide Task Force detectives arrested him and booked him into the Carroll County Jail in Delphi in connection with the murders of Williams and German. On October 28, 2022, he was formally charged with two counts of murder and he pleaded not guilty. He was transported to White County Jail in Monticello, White County, Indiana where he is being held without bail.
  12. On April 3, 2023, during a phone call with his wife, he told her he murdered Williams and German. On June 28, 2023, Frances Gull, the Allen County judge assigned to oversee his case, unsealed nearly 120 documents on June 28, 2023 while 19 filings remain sealed. On October 19, 2023, Gull announced that his attorneys Andrew Baldwin and Bradley Rozzi have resigned from the case.
  13. He was 51 years old when he was transferred on December 6, 2023 to Wabash Valley Correctional Facility in Haddon Township, Sullivan County, Indiana. His trial will start in October 2024.
