Iris Iliana Rodriguez Davila, 34, of Texas, United States has been arrested. She was on the list of the state’s 10 most wanted fugitives.

Rodriguez is 5’2″ tall and she weighs around 150 pounds. She has strong ties to Mexico and Laredo, Webb County, Texas.

Between 2014 and 2015, Rodriguez allegedly deprived a girl, then 12, of her freedom in Webb County. It has yet to be confirmed if the girl is the same victim Rodriguez allegedly had an inappropriate relationship with while working as a counselor for a Child, Adolescent and Parent Services (CAPS) program in Laredo, Webb County.

When Rodriguez became employed as a CAPS counselor at the Border Region Behavioral Health Center in Laredo, she was allowed to visit a girl, then 11, at school under the pretext of offering guidance and support for the child. On January 22, 2015, the Webb County Sheriff’s Office issued warrants for Rodriguez’s arrest for unlawful restraint, three counts of harassment and three counts of indecency with a child by sexual contact.

When law enforcement officials arrived at Rodriguez’s residence in Texas, she was nowhere to be found. As a result, additional warrants were issued for her arrest for flight to avoid.

A reward of $5,000 was offered by the Texas Department of Public Safety for information leading to the location and arrest of Rodriguez. It was later increased to $10,000.

According to the DPS, the reward will be paid because Rodriguez was arrested as a result of tip information received through Crime Stoppers. On December 11, 2023, members of the International Criminal Police Organization in Mexico found her in Jalostotitlán, Jalisco, Mexico and took her into custody.

Along with DPS criminal investigations special agents from Laredo, the U.S. Marshals Service coordinated efforts with the USMS country attaché in Mexico to develop a plan to arrest Rodriguez with the assistance of Interpol Mexico. There are still no details about her extradition to the U.S.
