Mohammad Shahid Jenkins, 52, is a former employee of the Alabama Department of Corrections in Montgomery, Montgomery County, Alabama, United States. He had more than 20 years of experience in law enforcement.
Jenkins served as a lieutenant and a shift commander at William E. Donaldson Correctional Facility, an ADOC prison for men in Bessemer, Jefferson County, Alabama. On February 16, 2022, he allegedly willfully deprived inmate Victor Russo, 60, of his right to be free from excessive force.
While Russo was restrained inside of a holding cell and not posing a threat, Jenkins allegedly kicked and hit the inmate. The lieutenant allegedly sprayed the inmate with chemical spray and struck the inmate with a can of chemical spray and a shoe.
Because of the attack, Russo suffered bodily injury. After the attack, Jenkins authored a false incident report and lied to investigators by denying using any force on the inmate.
On February 22, 2022, Russo recounted the assault in a handwritten letter to a warden named Phyllis Morgan and urged her to reprimand Jenkins. On February 25, 2021, Russo died.
On November 29, 2021, Jenkins allegedly willfully deprived another inmate of the inmate’s right to be free from excessive force. While the inmate was handcuffed behind his back and compliant, the lieutenant allegedly sprayed the inmate with chemical spray.
While the inmate was suffering from the effects of chemical spray, Jenkins allegedly hit the inmate in the head with the can of chemical spray and delivered an open-hand strike to the inmate’s head.
On March 9, 2022, Jenkins was arrested. On the same day, he was released on a $7,500 bond.
In June 2022, Jenkins was indicted of second-degree assault with a weapon. On July 26, 2022, he resigned.
On August 30, 2022, Jenkins received his last salary, which was more than $3,000. On February 7, 2023, he was charged with falsifying records, obstruction for hindering an investigation into the incident and two counts of inflicting cruel and unusual punishment.
On September 12, 2023, Jenkins pleaded guilty to the charges. On December 19, 2023, he was sentenced to 87 months in prison followed by three years of supervised release.
