James Feeley, 56, of Winthrop, Suffolk County, Massachusetts, United States is a police lieutenant, a medic for the Metro North Special Operations Unit and a foster parent for the state. He is accused of raping a child under 12 years of age over the past year.

A Winthrop Police Department officer for more than two decades, Feeley served as a patrolman for six years and reserve police officer for eight years. He was promoted to sergeant in 2017 and to lieutenant in 2020.

On the evening of December 25, 2023, Winthrop Police Department chief Terence M. Delehanty was called to the Belle Isle Cemetery in Winthrop where he encountered Feeley, who was armed with a handgun while standing near his parents’ grave site. The police lieutenant he confessed to unlawfully having sexual intercourse or unnatural sexual intercourse with the victim. 

Feeley was taken to Massachusetts General Hospital in Boston, Suffolk County for a psychiatric evaluation. On December 26, 2023, he was arrested by Massachusetts State Police detectives assigned to the Suffolk District Attorney’s Office.

On the morning of December 27, 2023, Feeley was arraigned in East Boston District Court in East Boston, Boston. He was charged with aggravated rape of a child and two counts of indecent assault and battery on a child under the age of 14.

Bail for Feeley was set at $200,000. He was ordered to stay in Massachusetts, surrender his passport and firearms, refrain from having contact with children under the age of 16 and stay away from the child he sexually abused.

On January 29, 2024, Feeley will be back in court for a probable cause hearing. According to the Winthrop Police Department, he will remain on administrative leave pending the outcome of the investigation.
