Ten men were caught in Fairfax County, Virginia, United States trying to have sexual interactions with minors. They were arrested by detectives with the Fairfax County Police Department‘s child exploitation and street crimes units.

From December 18-20, 2023, the detectives conducted a sting operation called Operation Adult Detention Center (ADC) Express 2. They went undercover by posing as boys and girls aged 13 or 14 online.

When the 10 suspects arrived in Fairfax County with the intention of committing a sex act with a minor, they were greeted by the undercover officers waiting for them. Here are the suspects from oldest to youngest:

  1. Rabiul Islam, 44, Arlington, Virginia
  2. Imran Ahmad, 42, Ashburn, Loudoun County, Virginia
  3. Mohamed Elnefili, 38, Qatar
  4. Bassem Karam, 36, Herndon, Fairfax County, Virginia
  5. Casto Ian Unson III, 35, Vienna, Fairfax County, Virginia
  6. Michael Flannery, 33, Winchester, Virginia
  7. Osman Aslan, 30, Vienna, Fairfax County, Virginia
  8. Estuardo Orozco Orozco, 27, Falls Church, Virginia
  9. Ravi Vongavolu, 24, of Herndon, Fairfax County, Virginia
  10. Roy Hayes, 22, Herndon, Fairfax County, Virginia

Orozco was charged with computer-solicitation of child under 15-years-old. The nine other arrestees were each charged with attempted indecent liberties and computer-solicitation of child under 15-years-old.

Islam was also charged with attempted production of child sexual abuse material. Elnefili, a journalist, was staying in Springfield, Fairfax County when he was arrested.

All of the 10 arrestees are being held at the Fairfax County Detention Center in Fairfax, Fairfax County on no bond. They come from different walks of life from journalists to construction workers to tech industry professionals.
