Victor Lee Turner, 69, and his wife Megan Renee Turner, 63, are residents of Cross Hill, Laurens County, South Carolina, United States. She is not the biological mother of his biological son Justin Lee Turner, who was born in 1984.
On the morning of March 3, 1989, Justin went missing while living with Victor and Megan, then known as Pamela K. Turner, in Moncks Corner, Berkeley County, South Carolina. She claimed that she was in the shower that morning and did not accompany her stepson outside.
According to Victor and Megan, Justin left their house to catch the school bus at a neighbor’s house. She told authorities that in the afternoon, she met the school bus and realized that Justin was not on it.
Justin was reported missing and volunteers helped the authorities look for him. On March 5, 1989, Victor found the boy inside their family camper in Moncks Corner within seconds of entering the camper.
Instead of checking whether or not Justin was still alive, Victor backed out of the camper. The father did not even touch his son, according to authorities.
“He’s in there,” Victor said. “My son is in there. Somebody’s hurt him.”
An autopsy report revealed that Justin was sexually assaulted and fatally strangled. Megan was initially arrested and charged but the case was dismissed without prejudice and the case went cold.
In April 2021, the cold case unit of the Berkeley County Sheriff’s Office reviewed Justin’s case file for the possible application of new technology. After being reevaluated, the autopsy and physical evidence collected at the crime scene were sent to forensic pathologists and the State Law Enforcement Division’s lab for analysis.
Tiny fibers from a ligature were found at Justin’s residence after he went missing and they matched the fabric on his shirt after he was discovered. He could have been strangled by his collar based on SLED’s forensic findings.
Detectives narrowed down the time of death with contents from Justin’s stomach the morning he went missing along with statements made during the initial interview and initial on-scene investigation. He was likely killed inside their residence in Moncks Corner and was carried to the camper where he was found.
As a result of the investigation, the detectives charged Victor and Megan in Justin’s murder. On January 9, 2024, the couple was arrested at their residence in Cross Hill.
Later that day, Victor and Megan appeared in bond court. They being held at the Hill-Finklea Detention Center in Moncks Corner without bond.
