Marcel Lapensee, 56, of Carleton Place, Lanark County, Ontario, Canada and Samantha Osborne, 23, of Iroquois, Ontario are accused of murdering Rose Kerwin, who was last seen alive in Carleton Place.

Kerwin is John Kerwin and Carol Kerwin‘s daughter. Rose has three siblings namely Shane Kerwin, Micheal Kerwin and Sheila Kerwin.

Rose went to high school in Ottawa, Ontario. She obtained a medical certificate in phlebotomy laboratories blood work and provided care for seniors.

While living at the 7 West Motel in Carleton Place, Rose was reported missing on November 13, 2023. Her body was found in the Mississippi River near Pakenham, Ontario on November 14, 2023.

O November 17, 2023, the body was identified as Rose’s. She was 50.

On November 15, 2023, officers received a separate report of a sexual assault in Carlton Place. This led them to Lapensee and Osborne.

On December 19, 2023, Lapensee and Osborne were each charged with first-degree murder in Rose’s death. The Ontario Provincial Police is looking for other potential victims of the two suspects.

On December 22, 2023, Osborne appeared in court in Perth, Ontario by phone from jail in Ottawa. Lapensee also appeared by video from jail in Brockville, Ontario.

How Lapensee, Osborne and Rose might be connected is still unclear. Rose’s 2013 Mazda GX four-door sedan is still missing.
