Rulaman Lopez Nolasco, 42, is a citizen of Mexico and Guatemala. Prior to December 2004, he illegally entered the United States on an unknown date at an unknown location without being inspected or admitted by a U.S. immigration official.

In 2004, Lopez was convicted of rape of a child and sentenced to prison by a criminal court in Kent County, Delaware, USA. He was incarcerated in a state prison in Delaware.

In December 2006, immigration authorities removed Lopez. He was sent back to Mexico.

On an unknown date at an unknown location, Lopez illegally reentered the U.S. without being inspected or admitted by an immigration official. On November 3, 2015, he was convicted of sexual conduct for a fee in a criminal court in Lynn, Essex County, Massachusetts, USA. 

Recently, the Enforcement and Removal Operations in Boston, Suffolk County, Massachusetts confirmed Lopez’s presence in its area of responsibility. On January 25, 2024, he was arrested without incident in Lynn by deportation officers.
