A total of 16 people from across North Carolina, United States were arrested as part of the Operation Winter Guardian. It was an online sting conducted by the North Carolina State Bureau of Investigation from January 8-12, 2024.

Investigators worked undercover and participated in chats with individuals seeking to meet juveniles for sexual activity. Some of the individuals traveled to a location in Gaston County, North Carolina to meet the person they believed to be a child to engage in sex acts.

Including the U.S. Marshals Service, a total of 44 law enforcement agencies helped in making the arrests. Here is the list of the arrestees:

  1. Barry Glenn Swinson, 74, of Randleman, Randolph County, North Carolina was charged with one count each of indecent liberties and solicitation of a child by computer for sex act.
  2. Carmen Delia Arroyo Foley, 31, of Garner, Wake County, North Carolina was charged with two counts of statutory sexual offense with a child by an adult, two counts of aiding and abetting first-degree statutory rape and 13 counts of first-degree sexual exploitation of a minor.
  3. Darryl Edwin Foley II, 34, of Garner, Wake County, North Carolina was charged with two counts of first-degree statutory rape, three counts of statutory sex offense with a child by an adult, seven counts first-degree sexual exploitation of a minor and 10 counts of second degree sexual exploitation of a minor.
  4. David Anthony Roux, 35, of Charlotte, Mecklenburg County, North Carolina was charged with one count of indecent liberties.
  5. Gabriel John Yager, 23, of Apex, Wake County, North Carolina was charged with seven counts of second-degree sexual exploitation of a minor.
  6. Hunter Ray Fesperman, 21, of Hertford, Perquimans County, North Carolina was charged with four counts of second-degree sexual exploitation of a minor.
  7. Jamie Tucker, 40, of Louisburg, Franklin County, North Carolina was charged with one count of maintaining a vehicle or dwelling for use, storage or sale of controlled substances, one count of possession with intent to sell or deliver marijuana, one count of manufacture of a controlled substance, two counts of secret peeping and six counts of second degree sexual exploitation of a minor.
  8. Johnathan Cody McCall, 36, of Swansboro, Onslow County, North Carolina was charged with 10 counts of second-degree sexual exploitation of a minor and 10 counts of third-degree sexual exploitation of a minor.
  9. Jonathan Paul Swiney, 43, of Asheboro, Randolph County, North Carolina was charged with one count of second-degree child sexual exploitation of a minor.
  10. Jubonte Stevenson, 36, of New Bern, Craven County, North Carolina was charged with one count of first-degree statutory sex offense.
  11. Lance Skipper, 40, of Zebulon, Wake County, North Carolina was charged with second-degree sexual exploitation of a minor.
  12. Larry Ray Haskins, 35, of Lenoir, Caldwell County, North Carolina was charged with one count of second-degree sexual exploitation of a minor.
  13. Neal David Wilfong, 78, of Cleveland, Rowan County, North Carolina was charged with two counts of indecent liberties. 
  14. Nicholas Tyler Banks, 22, of Burnsville, Yancey County, North Carolina was charged with one count each of failure to inform of new online identifier, second-degree sexual exploitation of a minor and third-degree sexual exploitation of a minor.
  15. Scott Thomas Wallace, 44, of Wilmington, New Hanover County, North Carolina was charged with three counts of third-degree sexual exploitation of a minor.
  16. Zachary Dean Williams, 27, of Wadesboro, Anson County, North Carolina was charged with one count each of indecent liberties and solicitation of a child by computer for sex act.
