Darryl Edwin Foley II, 34, of Garner, Wake County, North Carolina, United States and his wife Carmen Delia Arroyo Foley, 31, are among the 16 people arrested during the Operation Winter Guardian, an online sting the North Carolina State Bureau of Investigation conducted from January 8-12, 2024.
To make the arrests, the bureau worked with a total of 44 law enforcement agencies including the U.S. Marshals Service and the Garner Police Department. In September 2023, investigators traced three videos containing child pornography back to an internet protocol address belonging to Darryl.
When the investigators searched Darryl and Carmen’s residence in Garner, they found files from their devices showing them engaging in sexual acts with a girl under the age of five. The two were arrested.
Darryl was charged with two counts of first-degree statutory rape, three counts of statutory sex offense with a child by an adult, seven counts first-degree sexual exploitation of a minor and 10 counts of second degree sexual exploitation of a minor. He is being held on a $450,000 bond.
Carmen was charged with two counts of statutory sexual offense with a child by an adult, two counts of aiding and abetting first-degree statutory rape and 13 counts of first-degree sexual exploitation of a minor. She is being held on a $3 million bond.
