  4. He allegedly killed Jacqueline Lard, 32, of Stafford, who went missing on November 14, 1986 and found dead in Woodbridge, Prince William County, Virginia on November 16, 1986.
  5. He allegedly killed Amy Baker, 18, of Stafford who went missing on March 29, 1989 and found dead in Springfield, Fairfax County, Virginia on March 31, 1989.

In 2021, Fairfax County Police Department detectives submitted evidence from Baker’s case to DNA Labs International, which came up with a deoxyribonucleic acid profile for a possible suspect that matched an analysis by Parabon NanoLabs in Lard’s case, which led to his identification as the suspect in both cases.
  7.  In February 2023, the Virginia Department of Forensic Science reported his DNA matched the DNA from the crime scenes where Lard and Baker were murdered.
  8. On March 4, 2024, a grand jury indicted him in the murder of Lard.
  9. On March 5, 2024, he was arrested at his residence in Stafford and booked into the Rappahannock Regional Jail in Stafford. He was charged with murder, abduction, assault and burglary.
  10. He was 65 years old when he was arrested on March 5, 2024. He is being held without bond. On April 5, 2024, he will be arraigned.
