Who is Shane Millan?

While on duty as a U.S. Border Patrol agent, Millan allegedly willfully deprived four women of their constitutional right to be free from unreasonable searches. He is accused of ordering three women to expose their bare chests to him via webcam and a fourth woman to expose her breasts to him while her bra remained on during virtual processing concerning their admission to the U.S.

Millan allegedly told the four women that the searches were legitimate for their admission into the U.S. However, his demands to see the their breasts were for his own gratification.

The offenses were committed in Jefferson County along the Canadian border and elsewhere. The U.S. Customs and Border Protection has yet to release a statement about Millan’s employment.

On August 22, 2024, Millan was arrested and charged with four counts of deprivation of rights under color of law. That day, he was released pending trial after being arraigned in federal court in Syracuse, Onondaga County, New York before U.S. Magistrate Judge Thérèse Wiley Dancks.

Whether or not Millan entered a plea at his initial appearance is unclear. On October 21, 2024, he will attend a jury trial.
