Both Christian Aaron Alexander, 37, and Joseph Lee Swain, 34, are residents of Rochester, Olmsted County, Minnesota, United States. The city was founded on July 12, 1854 and incorporated on August 5, 1858.

What were Christian Alexander and Joseph Swain charged with?
On July 26, 2018, Jim Franklin was appointed the Rochester Police Department chief. Recently, he said the department “takes internet crimes against children very seriously and has a dedicated Technology Forensic Unit committed to finding offenders so they are held accountable”.
On September 13, 2024, the Rochester Police Department conducted a proactive undercover operation targeting online offenders trying to solicit minors for sex acts. The Minnesota Bureau of Criminal Apprehension, the Olmsted County Sheriff’s Office and the police department of Buffalo, Wright County, Minnesota assisted in the operation.
Officers posed as minors and used online platforms to chat with the suspects who agreed to meet the person they were chatting with. Alexander and Swain were two of the four men who were arrested at multiple locations in Rochester.
When Alexander arrived at a business in Rochester where he agreed to meet, he had $160 in cash and condoms. He claimed that when he found out the person he was meeting was a minor, he planned to just give the money to the minor.
Swain was arrested at the same location. Prior to the arrest, he was told the person he was supposed to meet was only 16 but he said “that’s okay”.
All of the four suspects were booked into the Olmsted County Jail in Rochester. Alexander and Swain were each charged with engaging in, hiring or agreeing to hire a minor to engage in prostitution.
