Yohandri Roger Mosquera Rosas, 30, of Venezuela is not a citizen of the United States. He is currently in the custody of the Enforcement and Removal Operations (ERO), one of the two components of the U.S. Immigration and Customs Enforcement (ICE).

Who is Yohandri Roger Mosquera?

On October 11, 2022, U.S. Border Patrol encountered Mosquera after he unlawfully entered the U.S. near El Paso, El Paso County, Texas, USA. Officials issued him a record of arrival and lawfully paroled him into the U.S. but he violated the terms of his lawful admission.

On January 1, 2023, the police department of Fairfax County, Virginia, USA arrested Mosquera. He was charged with malicious wounding, reckless handling of a firearm, leaving a firearm loaded — endangering a child less than 14 years of age and using a firearm in commission of a felony.

Later that day, ERO lodged an immigration detainer against Mosquera with the Fairfax County Adult Detention Center in Fairfax, Fairfax County. Refusing to honor ERO’s immigration detainer, the detention center released him from custody on an unknown date.

On June 22, 2023, the Fairfax County Police Department arrested Mosquera. He was charged with using a firearm in commission of a felony.

Later that day, the field office of ERO in Washington, D.C., USA contacted the Fairfax County Adult Detention Center to lodge an immigration detainer. However, Mosquera had already been released from custody.

The Fairfax County Police Department arrested Mosquera on February 18, 2024 and on May 2, 2024. He was charged with driving while intoxicated and hit and run with property damage.

After each arrest, ERO lodged immigration detainers against Mosquera with the Fairfax County Adult Detention Center but on both occasions, the detention center refused to honor the immigration detainers and released him from custody without notification to ERO’s Washington, D.C. field office. On September 12, 2024, officers from the field office’s special response team arrested him in Springfield, Fairfax County.

According to the field office’s director Liana Castano, the charges filed against Mosquera render him a significant threat to the residents of the neighborhoods of the northern part of Virginia neighborhoods. She added that he is accused of committing numerous firearms crimes, including one that apparently endangered a child.
