Hang “Cody” Sun is a Chinese man who is a legal permanent resident of the United States. He is originally from Hangzhou, Zhejiang, China.

Originally from, Sun attended the Northeast Heavy Machinery Institute in Qinhuangdao, Hebei, China. In 1997, the institute was renamed Yanshan University.

  9. From December 2016 to April 2018, he was copied on the International Traffic in Arms Regulations (ITAR)-controlled technical data Phil Pascoe emailed to an employee of his Chinese company and on the shipping updates the employee emailed to Phil Pascoe and Monica Pascoe.

Between August 2017 and November 2018, he executed and attempted to execute a scheme to defraud a U.S. company and the U.S. Department of Defense (DOD) by concealing and misrepresenting, the country of origin of the manufacture, smelting, and magnetization of magnets produced for the company and the DOD in violation of the Defense Federal Acquisition Regulation Supplement (DFARS).
  11. On August 18, 2017, a Quadrant Magnetics employee sent him email messages that provided information about releasing ITAR technical data outside the U.S. and DFARS country of origin requirements between Quadrant Magnetics and its customer, which is a U.S. company.
  12. On August 20, 2017, he forwarded to the Quadrant Magnetics chief financial officer the email messages he received from another employee on August 18, 2017.
  13. On August 24, 2017, a Quadrant Magnetics employee emailed him, Phil and Scott Tubbs documents that contained a government-industry data exchange program (GIDEP) problem advisory falsely claiming that their company magnetized their magnets in Louisville before shipping them to a U.S. company while in truth, the magnets were smelted and magnetized in China by a Chinese company he owned and operated.
  14. In October 2018, he promoted Phil to president of Quadrant Magnetics.
  15. On August 3, 2024, he participated in a basketball game in the basketball hall of Hangzhou Zhijian Holding Group Co., Ltd. in Yuhang.
  16. On December 5, 2024, he was charged with conspiracy, wire fraud, smuggling and a violation of the Arms Export Control Act.
