Both Leuris Pena Perez, 38, and Ruben Guaman Pomavilla, 34, are residents of Waterbury, New Haven County, United States. They were recently arrested in Stratford, Fairfield County, Connecticut.
On March 12, 2016, Pena married Alexia Torres in Connecticut. In March 2017, Guaman established his own company in Waterbury called Rubman Construction LLC.
On January 23, 2023, Pena’s negligence and carelessness allegedly caused a collision in Waterbury that injured Christopher Vasquez. On November 1, 2023, the latter filed a complaint against the former.
Waterbury is home to the Elton Hotel, which was built in 1905. Paul K. Pernerewski Jr. has been the mayor of the city since December 2023.

In 2024, the department investigated an incident involving a man trying to patronize prostitution at a motel in Stratford and robbed at gunpoint by one woman and two men. Investigators found out that prostitution was prevalent at motels in this town.
From February 2025 to March 2025, the department conducted a series of prostitution stings and arrested 15 men including Pena and Guaman. Among the arrestees, the two are the only ones from Waterbury, which is around 29.7 miles away from Stratford.
Two of the suspects are Stratford residents and one is from Pembroke, Massachusetts, USA. The other 10 are from other parts of Connecticut.
