Julio Dacruz, 59, and Rochelle Smith, 29, are residents of Stratford, Fairfield County, Connecticut, United States. They were recently arrested.
Dacruz is a former resident of New Bedford, Massachusetts, USA. His wife Theresa Fields Dacruz, 58, is a former resident of Fairhaven, Massachusetts.
Theresa is Joseph Conrad “Josie” Fields and Janet W. Rocheteau Fields‘ daughter. Born in Harwich, Massachusetts, Janet died on August 25, 2012 at age 73.
Laura Hoydick, 64, has been the mayor of Stratford since December 11, 2017. Joseph McNeil joined the town’s police department in January 2008 as a captain.
In February 2012, McNeil became the Stratford Police Department deputy chief and in July 2016, he was promoted to chief. In 2024, the department investigated an incident involving a man robbed at gunpoint in Stratford by one woman and two men while trying to patronize prostitution at a motel in Stratford.
Investigators found out that prostitution was prevalent at motels in Stratford. From February 2025 to March 2025, the Stratford Police Department conducted a series of prostitution stings and arrested 15 men including Dacruz and Smith.
One of the suspects is from Pembroke, Massachusetts. The other 13 are from other parts of Connecticut.
