Shreveport Police Department

In partnership with Safe from Online Sex Abuse (SOSA), the vice unit of the Shreveport Police Department conducted an operation from March 24-30, 2025 to take down individuals preying on minors.
During the operation, the department arrested six men including Lilly. They are accused of actively seeking to exploit children online.
Lilly was charged with computer-aided solicitation of a minor, indecent behavior with a juvenile and resisting an officer. On March 31, 2025, he was booked into the Caddo Correctional Center in Shreveport.
The work-release program for Caddo Correctional Center inmates started in 2016 but was cut in 2019 for budgetary reasons. On November 18, 2024, the Caddo Sheriff’s Office restarted the program.
