Jesus Guillermo Salas Rubio, 38, of Pasco, Franklin County, Washington, United States has a documented history of violence. His prior offenses involved assaults, being a felon in possession of firearms and shootings.

Rubio is also known as Memo. He is a former resident of Kennewick, Benton County, Washington.

In November 2012, Rubio was sentenced in Franklin County Superior Court in Pasco to more than three years in prison. He was accused of shooting at a woman who was trying to help him find a house.

Originally, Rubio was charged with first-degree assault with a gun. He later pleaded guilty to second-degree assault.

On December 16, 2014, Rubio was released by the Washington State Department of Corrections, which is based in Tumwater, Thurston County, Washington. Three years later, he was wanted by the Kennewick Police Department and the Washington State Department of Corrections, which are both included in the Pacific Northwest Violent Offender Task Force (PNVOTF) of the U.S. Marshals Service.

On January 22, 2018, Rubio allegedly shot a man at the Baymont Inn in Kennewick. Authorities did not release the identity of the victim, who sustained multiple non-life threatening gunshot wounds.  

At the time, Rubio had an outstanding warrant for homicide out of Mexico. In addition, he was wanted on a Washington State Department of Corrections warrant stemming from a prior shooting conviction.

At around 12:30 a.m. on February 7, 2018, Rubio was arrested in Spokane Valley, Spokane County, Washington by the U.S. Marshals and the Spokane Police Department. He was booked into the Spokane County Jail in Spokane, Spokane County on his warrants.

During the arrest, a handgun was seized. Mexican authorities were informed about the arrest.

Details about how, why and when Rubio was released have yet to be released. On April 16, 2025, the Office of International Affairs of the U.S. Department of Justice coordinated with the Eastern District of Washington attorney’s office to issue a warrant for his arrest.

At around 9:30 a..m., the PNVOTF arrested Rubio without incident near the 1000 block of E. Mission Ave. in Spokane. The task force coordinated with the Spokane Police Department, the Spokane County Sheriff’s Office‘s major crimes unit and the Washington State Department of Corrections.
