Carla Magaly Alcedo Mendoza, 43, of Lima, Peru has been extradited to the United States. She is accused of overseeing call centers in Peru that threatened and defrauded Spanish-speaking consumers in the U.S.

From January 2013 to December 2018, Alcedo managed and operated call centers in Peru. She and her co-conspirators in the country allegedly used internet-based telephone calls to contact Spanish-speaking people in the U.S.
Pretending to work on behalf of universities, Hispanic help centers and government entities, the suspects allegedly told the victims they had been selected to receive financial assistance for English language programs. Many victims expressed interest in receiving the products.
However, Alcedo and her co-conspirators allegedly required the victims to pay storage and other fees related to the materials. The suspects allegedly pressured and extorted the victims who refused to pay, falsely claiming they would be arrested or taken to court if they failed to make payments.
Pursuant to a U.S. extradition request, the Policía Nacional del Perú arrested Alcedo on March 27, 2023 in Callao, Peru. The city is around 10 kilometers away from Lima.
On May 2, 2025, Alcedo made her initial appearance in federal court in Miami, Florida, USA. She was charged in an 18-count federal indictment.
Among the charges filed against Alcedo were conspiracy, extortion, mail fraud and wire fraud and extortion. If convicted, she faces a maximum penalty of 20 years in prison per count.
Since 1977, Lima and Miami have been sister cities. Francis Suarez, 47, has been the mayor of Miami since November 15, 2017.
Suarez was born in Miami. His father Xavier Suarez, who was the mayor of the city from 1985 to 1993 and from 1997 to 1998, was born in Las Villas, Cuba.
