Jared Dallan Buckley, 40, of West Point, Utah, United States, Melissa Goodrich and Gustavo Uroza Rodriguez were arrested by Federal Bureau of Investigation agents in Utah. It is part of the bureau’s Operation Restore Justice, a five-day initiative to identify, track and arrest child sex predators across the country.

Buckley is an employee of the Leadership Learning Academy, a charter school for grades kindergarten through six. Since 2014, he has been the lead director of the school’s campuses in Layton, Utah and Ogden, Utah.

The respective ages and residences of Goodrich and Uroza are unknown. Originally from Mexico, the latter is in the U.S. illegally.

Operation Restore Justice

Operation Restore Justice was conducted in coordination with all the 55 FBI field offices in the U.S. The bureau arrested more than 190 perpetrators on charges related to crimes against children in April 2025, which is the National Child Abuse Prevention Month.

In October 2024, FBI agents started investigating a person using an application known to be used by people interested in child sexual abuse material. The person, known only as EMMA, distributed a video of child sexual abuse materials (CSAM) and represented that they had original CSAM that they could produce and distribute to others for a price. 

The agents were able to connect EMMA to a telephone number associated to Buckley. On April 22, 2025, they executed search warrants on his residence in West Point and his 2009 Chevrolet Silverado 2500 HD LT.

A cell phone found in the vehicle was consistent with the make and model of the phone being used by the internet accounts associated with EMMA. Through the forensic examination of the cell phone, evidence revealed that Buckley has been distributing images of CSAM across multiple online platforms. The cell phone contained more than 10,000 images and videos of CSAM.

On April 23, 2025, Buckley was charged with attempted coercion and enticement, distribution of child pornography and possession of child pornography, Goodrich was charged trafficking of a minor and Uroza was charged with possession of child pornography, distribution of child pornography and attempted coercion and enticement. The FBI has yet to release details about Goodrich and Uroza’s alleged crimes.

On May 7, 2025, the U.S. Department of Justice announced the arrest of 205 child sexual abuse offenders and the rescue of 115 child exploitation victims in Operation Restore Justice. The operation report was released by ninth FBI director Kashyap Pramod “Kash” Patel, 45, and 87th U.S. attorney general Pam Bondi, 59, at a press conference in Washington, USA.
