Noel Ebriega Rosal served as the governor of Albay, Philippines from June 30, 2022 to December 1, 2022. He is a native of Ermita, Manila, Metro Manila, Philippines and an alumnus of Adamson University in Ermita.
On January 2, 2025, Rosal turned 61. On June 30, 2025, he will assume office as the 27th governor of Albay.

Oas is home to Catriona Gray‘s mother Normita Ragas Magnayon. Representing the Philippines, Gray finished in the Top 5 at Miss World 2016 and won Miss Universe 2018.
On May 2, 2025, Rani Lachmi Dado represented Albay at Miss Universe Philippines 2025 and competed against 65 other candidates at the SM Mall of Asia Arena in Pasay City, Metro Manila. She was unplaced.
