Professionally known as Vilma Santos, Maria Rosa Vilma Tuazon Santos Recto was born in Bamban, Tarlac, Philippines to Amado Santos and Mila Tuazon Santos. Vilma and her husband Ralph Recto are residents of Lipa, Batangas, Philippines.
Vilma served as the governor of Batangas from 2007 to 2016 and was reelected in 2025. From 2016 to 2022, she was a member of the Philippine House of Representatives from the sixth district of the province, the same position Ralph held from 2022 to 2024.
On November 3, 2024, Vilma turned 71. Her son Ryan Recto turned 29 on March 29, 2025 and her son Luis Manzano turned 44 on April 21, 2025.
