Manuel Noveno Mamba Sr., a native of Tuao, Cagayan, Philippines, is an alumnus of the University of Santo Tomas in Sampaloc, Manila, Metro Manila, Philippines. He was the mayor of Tuao from 1988 to 1995 and the congressman of Cagayan’s third district from 2001 to 2010.

Mamba was the governor of Cagayan from 2016 to 2025. He turned 62 on August 19, 2024 and will assume office as the vice governor of the province on June 30, 2025.

On July 26, 2020, Lyka Chamberlaigneh Lagasca represented Lal-lo, Cagayan at Miss Philippines Earth 2020 and competed against 32 other candidates in a virtual coronation ceremony. She was unplaced.
