Fredenil “Oto” Hernaez Castro was born in Dumalag, Capiz, Philippines. He was the congressman of the province’s second district from June 30, 2001 to June 30, 2010 and from June 30, 2013 to June 30, 2022.

On April 27, 2025, Castro turned 74. He has been the governor of Capiz since June 30, 2022.

Roxas is the capital of Capiz and the only city in the province. The province has 16 municipalities namely Cuartero, Dao, Dumalag, Dumarao, Ivisan, Jamindan, Maayon, Mambusao, Panay, Panitan, Pilar, Pontevedra, President Roxas, Sapian, Sigma and Tapaz.

On May 13, 2023, Shayne Glenmae Maquiran represented Capiz at Miss Universe Philippines 2023 and competed against 37 other candidates at the SM Mall of Asia Arena in Pasay City, Metro Manila, Philippines. She was unplaced but she won the Miss Friendship award.

On May 28, 2023, Julia Mae Mendoza represented Roxas at Binibining Pilipinas 2024 and competed against 39 other candidates at the Smart Araneta Coliseum in Quezon City, Metro Manila. She was unplaced but she won the Miss Photogenic award.

On July 19, 2024, Mariam Ashraf represented Capiz at Miss World Philippines 2024 and competed against 34 other candidates at the same venue. She was unplaced.
