General Santos City is geographically located in South Cotabato, Philippines but the city is independent from the province. The city was named after Paulino Torres Santos Sr., who served as the commanding general of the Philippine Army from May 6, 1936 to December 31, 1936.

On February 27, 1939, Torres led the relocation of 62 Christian settlers from the northern part of the Philippines to an area in the southern part of the country. On October 1, 1940, the area became an independent municipal district called Buayan.

Born in Camiling, Tarlac, Philippines, Torres turned 55 on June 22, 1945. He died in Kiangan, Ifugao, Philippines on August 29, 1945.

On August 18, 1947, Buayan became a fourth class regular municipality. On June 15, 1954, it was renamed General Santos City.
