Arthur “Toto” Rivera Defensor Jr. was born in Mina, Iloilo, Philippines. His father Arthur “Art” Doligosa Defensor Sr. served as the governor of the province from 1992 to 2001 and from 2010 to 2019 and the congressman of the province’s third district from 2001 to 2010.
Toto was a member of the provincial board of Iloilo’s third district from 2007 to 2010 and the congressman of the same district from 2010 to 2019. He was elected as the governor of the province in 2019 and reelected in 2022 and in 2025.
