Carlos Jericho “Icot” Loreto Petilla was born in Tacloban, Leyte, Philippines to Leopoldo Petilla and Remedios Loreto. Icot graduated from the Ateneo de Manila University in Quezon City, Metro Manila, Philippines with a bachelor’s degree in management engineering.
From 2012 to 2015, Icot served as the secretary of energy of the Philippines. He was elected as the governor of Leyte in 2022 and reelected in 2025.

Tacloban and Ormoc are geographically located in Leyte but both cities are independent from the province. Tacloban still serves as the capital of the province.
On May 12, 2025, Leyte elected its new congressmen, governor, vice governor and provincial board members. The province has one component city and 40 municipalities.

On June 27, 2022, Michael Ver Anton Comaling represented Leyte at Mister International Philippines 2022 and competed against 32 other candidates at the Okada Manila in Parañaque, Metro Manila. He ranked third and was crowned Mister National Universe Philippines 2023.
On May 2, 2025, Victoria Maelona Johnson represented Leyte and the Filipino community of Florida, United States at Miss Universe Philippines 2025 and competed against 65 other candidates at the SM Mall of Asia Arena in Pasay City, Metro Manila. She was unplaced.
