Atty. Henry Sevilla Oaminal Sr. was born in Clarin, Misamis Occidental, Philippines. He was a member of the provincial board of the province from June 30, 2007 to June 30, 2010.

Oaminal served as the vice governor of Misamis Occidental from June 30, 2010 to June 30, 2013 and the congressman of the province’s second district from June 30, 2013 to June 30, 2022. He was elected as the governor of the province in 2022 and reelected in 2025.

On October 11, 2024, Oaminal turned 66. He has been a member of the Asenso Pinoy Party since 2024.

On May 12, 2025, Misamis Occidental elected its new congressmen, governor, vice governor and provincial board members.
